Constantin Ticu Dumitrecu

Constantin Ticu Dumitrescu became a well-known figure not only due to his courageous opposition against the communist system, but also due to his efforts towards drawing up laws that would re-establish democracy and truthfulness in post-communist Romania.

He had been expelled from Law School before he was arrested by the Securitate and convicted to many years of imprisonment for his political actions against the communist regime. Even after having completed the detention period, he was still denied the right to continue his studies. In an official address sent by the Ministry of Education, Constantin Ticu Dumitrescu is informed that ' he is forbidden to enrol within any of the universities in Romania, considering his anti-democratic initiatives.'

He decided to continue family tradition in the fight against communism and thus was constantly arrested between 1945 and 1948, as a pupil and then as a student, by the State Security and by the communist Military Police. After his being expelled from Law School, Constantin Ticu Dumitrescu was permanently pursued by the Securitate and consequently became a fugitive. In 1949, he got arrested and then convicted for political reasons. Although released from jail in 1953 on condition that he would remain home-confined, he was rearrested and sentenced to 23 years of forced labour on grounds of his conspiracies against the system. Constantin Ticu Dumitrescu survived the terrible treatment he was given within the communist prisons and extermination camps. He was freed in 1964, when all political prisoners were granted pardons.

In order to make a living and seclude himself, at the same time, from the society of the time, he worked on many timber yards in the Cerna, Bucegi, Oituz or Vrancea Mountains. He held various positions: unskilled labourer, foreman or office worker in charge with technical problems. After 1970, Constantin Ticu Dumitrescu became the head of a small timber yard in Vrancea, which was nominated, for 17 years in a row, among the most efficient and profitable yards within the Ministry of Forestry Economics. He was hence awarded diplomas and medals, which, importantly enough, he had never wanted or asked for.

On 22 December 1989, he entered, together with other courageous people, the Party’s Central Committee Headquarters, and took an active part in the events of the day. Since then, he has been involved in the fight for the establishment of democracy in Romania. As a member of the Romanian Parliament, he initiated a number of legislative projects, such as the Law for the Disclosure of the Securitate (also known as the Ticu Law), the Lustration Law and the Law for the Annulment of Political Convictions (Decree no.118).

He entered politics as a member of the Christian-Democratic National Peasants’ Party. He was a close friend of Corneliu Coposu, a former political prisoner.

The positions held by Constantin Ticu Dumitrescu are well-known to the public. In 1990, he was a member of the Provisional Council for National Unity (C.P.U.N.), a senator twice, in the interval between 1992 and 2000, President of the National Association of Former Political Prisoners in Romania from 1990 and President of the International Union of Former Political Prisoners from 1991 until 1999.

After 2003, he retired from political activity as he refused to accept political compromises and the decisions taken by the leaders of The Christian-Democratic National Peasants’ Party.
At present, he is a member within the College of the National Council for Studying the Archives of the Securitate (C.N.S.A.S.).
He has good knowledge of French and basic knowledge of Italian.
